Message there are a few steps to follow to avoid problems like what you're seeing. First, the urethane needs to be sprayed with a plasticizer. This is a light coating that adheres to both urethane and paint primer. Now diferent brands of plasticizers call for diferent surfaces finishes, so the facia has to be sanded down to a finish that would be suitable for the type/brand of plasticizer you're using. This stuff is pretty expensive, so many shops go a but too light on it, or even omit it completely.

Also, sometimes a shop will forget to de-grease the plastic before spraying, which counteracts the purpose of the plasticizer.

Felx agents are now part of the normal paint chemistry, as far as I'm concerned, there's no real need to add more flex agent to the paint, feel free to correct me if I'm wrong about this.
